Background
The European Bank for Reconstruction and Development (the "Bank" or "EBRD") is providing a loan to Macedonian Air Navigation Service Provider ("M-NAV" or the "Client") to upgrade equipment and technology to comply with the standards of service as required by European industry regulators (the "Project"). M-NAV is the sole Air Navigation Service Provider (ANSP) of Macedonia responsible for (i) provision of ANS; (ii) provision of air traffic control and alerting services; (iii) collecting, processing and issuing of aeronautical information; (iv) airspace and flight procedures; (v) meteorological and other services. A member of Eurocontrol (the European Organisation for the Safety of Air Navigation) since 1998, Macedonia has signed and ratified the European Common Aviation Area (ECAA) agreement and is taking steps to comply with the Single European Sky ("SES") programme. These undertakings require compliance with applicable European Union (EU) performance standards, safety improvements and capacity expansion and as a result lead to specific investment requirements which Macedonia needs to implement in the air navigation sector (the "Assignment").
Budget
Maximum Budget available: EUR 150,000 (exclusive of VAT).
Eligibility
Consultancy firms shall be entities registered in Austria and all experts proposed by the entity to work on the assignment must be either Austrian nationals or permanent residents of Austria. However, up to a maximum of 25% of the maximum contract amount may be used to finance services of local experts who are nationals of Macedonia or consultancy firms of Macedonia.
