Description
The European Bank for Reconstruction and Development (the "Bank" or "EBRD") is providing a loan to Macedonian Air Navigation Service Provider (M-NAV) to finance the urgent upgrading of its equipment and technology to comply with the standards of service as required by the European Industry regulators. M-NAV is the sole Air Navigation Service Provider (ANSP) of FYR Macedonia. The regulatory function for the Air Navigation Services sector is provided by the Macedonian Civil Aviation Agency (MCAA). The overall objective of the proposed assignment is to assist the Macedonian Civil Aviation Agency (MCAA) to establish a SES compliant regulatory and organisational framework and to comply with the obligations under the European Common Aviation Area (ECAA) agreement, not only in respect of the transposition but also related to the oversight and supervision which MCAA is required to perform under the regulations (the "Assignment").
Budget
Cost Estimate: EUR 150,000 (exclusive of VAT).
Eligibility
Consultancy firms shall be entities registered in Austria and all experts proposed by the entity to work on the assignment must be either Austrian nationals or permanent residents of Austria. However, up to a maximum of 25% of the maximum contract amount may be used to finance services of local experts who are nationals of Macedonia or consultancy firms of Macedonia.
