Contract description:                                                                               Maximum budget: EUR 1.200.000

The purpose of the contract is to support the work of the newly-established Government Office for the Cooperation with Civil Society on the improvement of the legal, strategic, financial and institutional framework  for the development of civil society in Serbia. It will contribute to the institutionalisation of a permanent dialogue,  partnership and cooperation between the Government and civil society based on transparent and structured  communication and a regular exchange of experience, information and opinions. In addition, it will strengthen  the capacities of the public administration to create standards and procedures for cooperation with CSOs.
This project also includes assistance to the EU Delegation in implementation of the grants scheme under  the IPA civil society facility 2011–2013 that will be organised once per year and managed directly by the EU  Delegation. The services under this component will include the consultations with civil society and needs  assessment; assistance to the EU Delegation in preparing and publicising the call for proposals through a wide  information campaign; assistance in assessing the project proposals and monitoring of the awarded projects.

Budget:

Maximum budget: 1 200 000 EUR.

Eligibility:

Participation is open to all legal persons (participating either individually or in a grouping (consortium) of  candidates) which are established in a Member State of the European Union or in a country or territory of the  regions covered and/or authorised by the specific instruments applicable to the programme under which the  contract is financed (see also item 29 below). Participation is also open to international organisations. The  participation of natural persons is governed by the specific instruments applicable to the programme under  which the contract is financed.
