EUROPEAID/132915/L/ACT/ME/EUROPEAN INSTRUMENT FOR DEMOCRACY AND HUMAN RIGHTS 2011- COUNTRY BASED SUPPORT SCHEME FOR MONTENEGRO

Objectives:                                                                                                Max. Grant Amount: EUR 150.000

The global objective of this Call for Proposals is: “Strengthening the role of civil society in promoting human rights and democratic reform, in supporting the peaceful conciliation of group interests and in consolidating political participation and representation”.

For the purpose of this Call for Proposals three specific objectives have been identified:

   1. To build towards consensus on disputed or controversial areas of policy
   2. To enhance political participation and representation
   3. To enhance inclusiveness and pluralism of civil society

Size of grants

Any grant requested under this Call for Proposals must fall between the following minimum and maximum  amounts:

    • minimum amount: EUR 50,000
    • maximum amount: EUR 150,000

Eligibility

In order to be eligible for a grant, applicants must:

    • be legal persons and
    • be non profit making and
    • be specific types of bodies and actors operating on an independent and accountable basis, as defined by Article 10 of the EC Regulation
      1889/20065
   • be established in  a Member State of the European Union and an eligible country as defined by Article 14 of Council Regulation (EC) No
      1889/20067 and
   • be directly responsible for the preparation and management of the action with their partners, not acting  as an intermediary and
   • be able to demonstrate that they have regularly carried out activities in the field covered by this call at
      least during the last year at the time of submission of an application

Duration

The planned duration of an action may not be lower than 12 months nor exceed 24 months.

Location

Actions must take place in Montenegro.
