Background

The new Kosovo Programme Action Plan (2011-2015) has three programme components: 1) Inclusive Growth (with focus on vulnerable groups and based on a social inclusion approach), 2) Governance (with focus on justice, security, human rights, accountability of public administration institutions and fighting corruption) and 3) Environmental Sustainability (with focus on integrated management of natural resources and support to a climate change agenda in Kosovo). The UNDP office in Kosovo has two programme teams: one team works on the governance programme component and the second team works on the remaining two programme components.
Under the guidance and direct supervision of the Deputy Resident Representative, and the overall leadership of the Development Coordinator/Resident Representative, the Inclusive Growth Programme Coordinator coordinates and leads the Inclusive Growth and the Environmental Sustainability programme components and is responsible for strategic planning, programme formulation and monitoring of programme effectiveness and delivery within the above-mentioned two programme components of the KPAP 2011-2015. The Programme Coordinator covers a broad range of programmatic issues ranging from strategic dialogue with the Government and other national partners, engagement with donors, formulation of interventions, quality assurance using an RBM approach, monitoring and evaluation. The Programme Coordinator advises the DRR and the RR on course correction and creative responses to emerging complex challenges.
The Programme Coordinator will provide guidance, will support the capacity development of programme staff in the team reporting to him/her, will supervise the team and ensure cross-unit cooperation and coordination. The Programme Coordinator advocates for UNDP and liaises with other UN Agencies, UNDP HQs staff and Government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society.

Requirements

     - Master's degree in development economics, local development or other relevant social sciences.
     - 7 years of relevant experience in development in a governmental, multilateral or civil society organization in a multi-cultural setting
     - Proven knowledge and experience of EU development assistance and/or EU integration processes
     - 3 or more years of management responsibilities of similar size and complexity.
     - Strong written and spoken skill of the UN working language of the duty station (English).

Responsibilities

     - Provides managerial leadership, technical guidance, oversight and quality control of program operations from planning, budgeting
       through to implementation and monitoring and evaluation, ensuring that results are delivered in accordance with work plan, standards,
       allocations, framework and rules and regulations
     - Ensures effective application of RBM tools, establishment of management targets (BSC) and monitoring achievement of results
     - Maintains regular contact with project and programme counterparts under his/her supervision in order to ensure monitoring of projects'
       progress, monitoring of unit work plans, programme effectiveness and achievement of results.
