Background:

Montenegro has successfully achieved very demanding tasks related to European Integration. Montenegro submitted application for EU membership in December 2009 and received the Candidate status for EU membership in December 2010. In October 2011 European Commission proposed to open negotiation process with Montenegro, which confirmed the Council of EU in December 2011. It is envisaged that the negotiation of Montenegro on Accession Treaty with EU will start in the course of 2012. The negotiation process will start with two chapters of EU acquis committed to Judiciary and Fundamental rights (23) and Justice, Freedom and Security (24).

Therefore, the Ministry of Foreign Affairs and European Integration asked Capacity Development Programme to engage local consultant who will support the work of the Department for Cooperation with non EU Member States.

Objectives of the assignment:

The objective of the assignment is to provide additional support to the Ministry of Foreign Affairs and European Integration and its Directorate for cross-border cooperation through engagement of local consultant who will directly work the area of Cross-border and Trans-national cooperation programmes in the Department for Cooperation with non EU Member States.

Competencies:

  - Demonstrates integrity by modeling the UN’s values and ethical standards;
  - Promotes the vision, mission and strategic goals of UN/UNDP;
  - Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability;
  - Ability to lead strategic planning, results-based management and reporting;
  - Builds strong relationships with clients, focuses on impact and result for the client and responds positively to feedback;
  - Consistently approaches work with energy and a positive, constructive attitude;
  - Demonstrates good oral and written communication skills;
  - Demonstrates ability to manage complexities and work under pressure, as well as conflict resolution skills.

Qualifications and expertise:

Local consultant should have the following qualifications and expertise:

  - University degree in Social science economy or any other relevant field;
  - Proven expertise and experience in the field of EU legislation;
  - Excellent communication skills, facility in working with teams and capacity to compose clear and readable narrative reports;
  - Modern approach to delivery of policy advice and work with civil servants, and governmental officials;
  - Modern approach and exceptional analytical skills for interpreting complex national legislation issues;
  - Superior writing skills, clear and persuasive and experienced enough to prepare a comprehensive guidelines;
  - Working knowledge of PC-based word processing and e-mail technology;
  - Fluency in English and Montenegrin language.

Duration of appointment: June 10, 2012 – December 31, 2012
