- Education in Economics, Political Science, International Relations at least Masters Degree / Academic level or - University degree in
Economics, Political Science, International Relations followed by at least two years of experience in public administration management
and/or reform (the latter must be above the General professional experience duration below)
- At least 10 years experience gained in sector 6 "Governance/State Reform/Security" in development interventions in civil service
management reform, European integration process and/or central government policy making.
- At least 3 years of experience with evaluation of programmes/projects/policies in the sector
- Expertise in other sectors to be covered by the evaluation will be considered an advantage

Expert 2 "Assistant to the Team Leader", Junior
- Education in Economics, Political Science, International Relations at least Masters Degree / Academic level or - University degree in

- At least 3 years experience gained in sector 6 "Governance/State Reform/Security" in development interventions in civil service

- Education in Economics, Business studies, Law or equivalent at least Masters Degree / Academic level or

interventions in Internal Market and/or Surveillance Market (the latter must be above the General professional experience duration
below)
- At least 10 years experience gained in Sector 8 "Trade/Development of the private sector" with development interventions in the Internal
Market and/or Surveillance Market
- At least 3 years of experience with evaluation of programmes/projects/policies in the sector
Expert 4, Senior
- Education in transport/civil engineering at least Masters Degree / Academic level or
- University degree in transport/civil engineering followed by at least two year of experience in road infrastructure projects (the latter must
be above the General professional experience duration below)
- At least 10 years experience gained in one of the sectors/sub-sectors 1) to 12) in the preparation, design, implementation of road projects
- At least 1 previous experience related to preparation or implementation of roads assets management system
- At least 3 years of experience with evaluation of programmes/projects/policies in transport sector
- Experience in other sectors covered by the evaluation will be considered an advantage
Expert 5, Senior
- Education in Economics, Agriculture, Geography at least Masters Degree / Academic level or
- University degree in Economics, Agriculture, Geography followed by at least two years of experience in development interventions in
Agricultural production and/or Agricultural land cadastre (the latter must be above the General professional experience duration below)
- At least 10 years experience gained in Sector 10 "Rural development" with development interventions
in Agricultural production and/or Agricultural land cadastre
- At least 3 years of experience with evaluation of programmes/projects/policies in the sector
Expert 6, Senior
- Education in Physics or Chemistry at least Masters Degree / Academic level or
- University degree in Physics or Chemistry followed by at least one year of experience in environmental monitoring equipment (the latter
must be above the General professional experience duration below)
General Professional Experience
- At least 10 years experience gained in Sector 11 "Environment/Climate/Natural Resources/Energy" with development interventions in
analytical chemistry and environmental monitoring equipment
- At least 3 years of experience with design, installation and management of environmental monitoring equipment
Expert 7, Senior
- Education in Informatics or Mathematics with informatics’ orientation or engineering with informatics orientation at least Masters
Degree / Academic level or - University degree in Informatics or Mathematics with informatics’ orientation, or engineering with
informatics orientation followed by at least one year of experience in Information Technology (IT) (the latter must be above the General
professional experience duration below)
- At least 10 years experience gained in Sector 6 "Governance/State Reform/Security" in the domain of Information Technology (IT)
support in development of software/systems dedicated to public administration systems
- At least 3 years of experience with design, installation and management of IT equipment in public administration/s
