Objectives
    
To provide DG Enlargement, its existing and potential partners with an analytical and evidence-based overview – including a mapping of stakeholders, issues, critical experiences and opportunities – guiding the design and implementation of a strategic, effective and feasible multi-beneficiary media and freedom of expression portfolio within the IPA-region.

Experts profile

     · The expert shall hold at least Masters Degree Academic level (where a university degree has been awarded on completion of four years
       study in a university or equivalent institution) in communication, journalism, social science, law public affairs, political science,
       international relations or related field. Or equivalent relevant professional experience of 5 years above the general professional
       experience asked below;
     · At least 10 years of experience in the field of good governance and human rights;
     · At least 5 years of professional experience in media analysis/research, including working experience in the EU accession context and/or
       in developing/transition countries;
     · Experienced in international human rights law and standards on media and freedom of expression and be well familiar with the
       European institutional environment and the media situation in South East Europe;
     · Previous experience in conducting analysis/research on media sector reform;
     · Demonstrated interpersonal and diplomatic skills, as well as the ability to communicate effectively with all stakeholders and to present
       ideas clearly and effectively;
     · Proven ability to deliver results;
     · Fluency in English, both written and spoken.
