EUROPLUS CONSULTING & MANAGEMENT/WESTERN BALKANS AND TURKEY MEDIA AND FREEDOM OF EXPRESSION FAT-FINDING AND SCOPING STUDY/JUNIOR EXPERT 2 / MEDIA ASSESSMENT

Objectives

To provide DG Enlargement, its existing and potential partners with an analytical and evidence-based overview – including a mapping of stakeholders, issues, critical experiences and opportunities – guiding the design and implementation of a strategic, effective and feasible multi-beneficiary media and freedom of expression portfolio within the IPA-region.

Experts profile

    · The expert shall hold at least Masters Degree Academic level (where a university degree has been awarded on completion of four years
      study in a university or equivalent institution) in communication, journalism, social science, law public affairs, political science,
      international relations or related field. Or equivalent relevant professional experience of 5 years above the general professional
      experience asked below;
   ·  At least 3 years of experience in the field of good governance and human rights;
   ·  Experience in assessing journalist ethical policies and mechanism for media self-regulation;
   ·  Good knowledge and overview of the media situation, the institutional set-up and the political context in the IPA region;
   ·  Required to have past experience in conducting assessments and/or in strategy and project design within the media sector
   ·  Be able to communicate in at least one of the local language of the countries in the IPA region;
   ·  Fluency in English, both written and spoken.
