Contract description                                                                                         Maximum budget: EUR 1.500.000

The services include technical assistance to the contracting authority on supervision of energy efficiency retrofit works to existing public buildings to be implemented under 'design and build' works contract(s).
The purpose of this service contract is: supervision of the works related to the implementation of the energy efficiency improvements in 65-70 schools in different municipalities across Kosovo and 2 hospital buildings in Pristina, monitoring, verification and evaluation (M&V&E) of the energy and cost savings as well as CO2 emission reductions achieved through implementation of the energy efficiency measures.
The retrofit works will focus on improving the thermal performance of the buildings by installing tighter windows and doors with lower U-values, improving the external insulation of walls and roofs, upgrading existing or installing new heating systems, and installing more efficient mechanical systems and controls. Introduction of renewable energy sources, such as solar panels for hot water production, solar-assisted space heating and cooling systems (where possible), are planned as well. In addition, it is foreseen to improve the users'/ occupants' comfort by installing energy efficient lighting system with improved luminosity and by upgrading existing sanitary facilities.

Budget

Maximum budget: 1 500 000 EUR.

Eligibility

Participation is open to all legal persons (participating either individually or in a grouping (consortium) of candidates) which are established in a Member State of the European Union or in a country or territory of the regions covered and/or authorised by the specific instruments applicable to the programme under which the contract is financed. Participation is also open to international organisations. The participation of natural persons is governed by the specific instruments applicable to the programme under which the contract is financed.
