UNDP/LOCAL CONSULTANT TO SUPPORT THE CONDUCTION OF A TRAINING WORKSHOP AND DEVELOPMENT OF TOOLKIT ON GENDER RESPONSIVE BUDGETING (GRB) FOR CSOS

Duties and Responsibilities

Working under the supervision of the GRB Regional Project Manager and the UN Women Macedonia National Project Coordinator on GRB, and in coordination with an International consultant, the local consultant will be responsible to support the delivery of two and a half day training for CSOs and development of a GRB toolkit for CSOs.

The training should be interactive and offer:

    1) Theoretical background for policy analysis and budget monitoring from gender perspective
    2) Practical tools on how to carry out gender budget analysis, based on budgetary systems of CEE countries as well as resources needed
        for assessing impact on beneficiaries;
    3) Practical tools on how to mainstream gender in budget based on budgetary system of FYR Macedonia with examples of successful GRB
        initiatives globally;
    4) Reflections on possible GRB advocacy work of CSOs in the future with examples of CSO work on GRB globally.

Required Skills and Experience

Qualifications Education

    • Advanced degree in economics, international law, development studies, and/or gender studies and/or international relations, or similar;
       Experience
    • A minimum of 5 years of relevant professional experience;
    • Previous training experience on public policies analysis and monitoring with gender perspective;
    • In-depth knowledge of the policy development and budgeting processes in FYR Macedonia;
    • Knowledge on local government policies specifically gender  policies and legal frameworks.;
    • Previous experience with development of advocacy materials for CSO;
    • Experience on report writing;
    • Demonstrated interest and/or experience in gender work;
    • Demonstrated ability to work in a team;
    • Strong analytical, writing and communication skills in English and Macedonian;
    • Good computer skills in Windows environment, knowledge of internet communications and command of MS Office applications (Power
       Point, Word, Excel).

Expected Duration of Assignment
: 1 July – 15 September (estimated 12 working days)
