Background:
The ART GOLD KOSOVO – AGK project (Decentralized cooperation and international inter-municipal networking for local development in Kosovo municipalities) is designed to promote multi-faceted partnerships between Kosovo Municipalities and cities, regions and municipalities from European and non-European countries, with the aim of mobilizing technical and financial resources from these decentralized entities in support of socio-economic development and responsive citizen service delivery in the Kosovo Municipalities. Decentralized Cooperation is a strategy that ART GOLD applies to support the scaling up of the decentralization processes, facilitating the networking between foreign and national decentralized institutions (such as cities, municipalities, regions), using the partnerships for resource contribution, innovation, knowledge-sharing, capacity building, exchange of experiences and implementation of local socio-economic development priorities. It is thus more comprehensive, more in-depth, and more a partnership than mere ‘twinning’ arrangements. It brings partners together around all aspects of development planning and strategy implementation.
Objectives of Assignment:
Under the direct supervision of the Dragash Project Manager, and in full collaboration with the AGK Chief Technical Advisor the general goal of the assignment will be to: “Support Dragash municipality, in improving local governance by establishing and promoting local participatory processes that can contribute to local governance. As well to support local community through the LWG to establish decentralized cooperation actions.
Required Skills and Experience:
Education:
• BA degree in social science, business administration or any related topic with development will be considered an asset.
Experience:
• 3-5 years of experience working in the field of development at community/municipal level, possibly in southern Kosovo.
• Relationship and network building with local stakeholders and colleagues.
• Living and working in rural areas.
• Community “cultural mediation”
• Previous knowledge or experience with the Art approach both at the local or international level.
• Ability to interact adequately with a diversity of interlocutors (i.e. communities, local institutions, national and international partners, etc.).
• Proven experience in participatory analysis/planning will be an asset.
• Knowledge of Southern Kosovo region will be an advantage. Previous experience in Dragash area will be an asset.
Language requirements:
• Fluency in Albanian and knowledge of Serbian is required
• Working knowledge of English (written and spoken) is required.
Other:
• Valid driving license
• Availability to travel internally and abroad, when needed.
Duration of Initial Contract : One year
