UNDP / REQUEST FOR QUOTATION - CIVIL WORKS ON RECONSTRUCTION AND ASPHALT-PAVING OF THE TWO STREETS IN LC VRTOCE, MILICI MUNICIPALITY (BIH/RFQ/072/12)

Background:

The purpose of this RFQ is to contract works for  Civil works on reconstruction and asphalt-paving of the two streets in LC Vrtoce, Milici Municipality. The Contractor shall be considered as having the legal status of an independent contractor vis-à-vis UNDP. The Contractor's personnel and sub-contractors shall not be considered in any respect as being the employees or agents of UNDP or the United Nations. The Contractor shall be responsible for the professional and technical competence of its employees and will select, for work under this Contract, reliable individuals who will perform effectively in the implementation of this Contract, respect the local customs, and conform to a high standard of moral and ethical conduct.

Eligibility:

  1. Registration as legal entity

      - Certified copy of Bidder's registration

  2. Authorization to perform the required works

      -  Certified copy of Bidder’s license to perform the required road construction works, applicable to the construction site location, for bidders
         registered in Bosnia and Herzegovina (BiH). Bidders from outside of BiH, if selected, must be able to submit the law-required documents
         within seven days following the contract signing.

General Experience:

  - Experience under road infrastructure contracts in the role of contractor, subcontractor, or management contractor for at least the last five (5)
    years prior to the applications  submission deadline
  - Reference list on a company letterhead of all projects implemented during the last five years. The list must include purchasers’ contact
    details, project values and dates of completion.
  - Participation as contractor in at least five (5) contracts within the last three (3) years, each from the road infrastructure field and with a similar
    value, that have been successfully and substantially completed.
  - Recommendation letters from purchasers for each contract completed. Recommendation letters must indicate the value and dates of the
    completed projects

Financial Situation:

  - Historical financial performance
  - Minimum annual turnover  BAM  1.000.000

Personnel:

The Bidder must demonstrate that it will have the personnel for the key positions that meet the following  requirements:

  - One (1) full-time employed graduate civil engineers/ architects with at least of 5 years of professional experience and a minimum of 3 years
     of experience on same or similar projects
  -Thirty (30) full-time employed construction workers

Equipment:

The Bidder must demonstrate that it will have access to the key Contractor’s equipment listed hereafter:

  a) Five (5) trucks;
  b)  One (1) bulldozer;
  c)  One (1) excavator;
  d)  One (1) backhoe loaders;
  e)  One (1) grader
  f)  One (1) asphalt finisher (100 kW of minimum installed power);
  g)  Two (2) Double vibratory rollers
  h)  One (1) pneumatic  roller;
  i )  One (1) water  truck.
