Background Information:
 
The consultancy is planned within the 2nd phase of the Municipal Training System (MTS II) Project, which is aimed at contributing to professional and competent BiH local governments, able to effectively manage development processes and deliver quality services to their citizens. The MTS II focuses on further strengthening of the policy and functional capacity of the Training System for Local Self-Government Employees in BiH and supports its affirmation as an effective public mechanism for carrying out the local governments` capacity development agenda country-wide, as defined within the entity training strategies 2011 - 2015. The project also supports the design and delivery of priority and demand-driven training programmes for both local government elected officials and employees.

The MTS project is an integral pillar of the UNDP Local Governance Programme, which aims to contribute to improvement of governance, focusing on advancing local government know-how so as to better position local authorities to tackle and overcome development challenges, whilst improving citizens services. The MTS II is a UNDP-managed project, funded primarily by the Swedish International Development Cooperation Agency (Sida) and implemented in partnership with the BiH Ministry of Justice, the FBiH Ministry of Justice, the RS Ministry of Administration and Local Self-Government, the entity Civil Service Agencies and both Associations of Municipalities and Cities.

Purpose:

The purpose of the consultancy is to secure support for instituting a sustainable model for training of local governments in BiH and setting in operation the training system mechanisms based on the entity Training Strategies for Local Government Employees. In this regard, a National Consultant for Technical Assistance to the Training Mechanisms in the RS (hereinafter the Consultant) will be engaged.

Objective:

The primary focus of the consultancy will be on providing analytical and technical assistance to the training structures in one of the BiH entities, namely the RS, in the course of the operational work cycle, focusing on the aspect of design and delivery of priority training programmes in accordance with the adopted entity Training Strategy for Local Government Employees  and the training system`s 2012 work plan.

Required Skills and Experience:

  • Advanced university degree in public administration, economics, law, political sciences, social sciences or related field;
  • 7 years of relevant experience in the field of capacity development/training and/or human resource management of in public sector,
    preferably local governments, more particularly in aspects related to training needs assessment, design and delivery of
    capacity development interventions for public sector employees;
  • Proven record of theoretical knowledge and practical experience in the area of design and delivery of technical assistance and advice to
    public institutions in relevant capacity development interventions and processes;
  • Good understanding of local governance, capacity development, or human resources management in BiH;
  • Good knowledge and understanding of the local governance policy and legal framework within the RS, as well as of main public
    administration reform policies and main legal framework regulating public sector procurement and financial processes;
  • Proven analytical skills and ability to conceptualise and write concisely and clearly;
  • Proven communication, coaching and advocacy skills, and ability to work in an environment requiring liaison and collaboration with multiple
    actors including government representatives, donors and other stakeholders.
  • Fluency in English and in the official languages in BiH.
  • Excellent computer skills (MS Office applications) and ability to use information technologies as a tool and resource.
