Background:

Component II of the EU Instrument for Pre-accession (IPA) is supporting cross-border cooperation in EU candidate and potential candidate countries. In the programming period 2007-2013 Montenegro, as an EU candidate country, participates in the in IPA Adriatic Cross-Border Cooperation Programme, as well as in 5 five bilateral neighborhood cooperation programmes and two Trans-national cooperation programmes: South East Europe Programme (SEE), and Mediterranean Programme (MED).

Objective of the Assignment:

The objective of the assignment is to provide training on various aspects of implementing phases of projects in IPA Adriatic Cross-Border Cooperation Programme for representatives of beneficiaries and representatives of MFAEI.

Job content:

During this assignment engaged expert will be obligated to:

  - Draft agenda for 2 days training on implementation phases of Adriatic projects, in close cooperation with personnel of the MFAEI;
  - Execute this training for representatives of present beneficiaries and MFAEI.

  - Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability;
  - Ability to lead strategic planning, results-based management and reporting;
  - Consistently approaches work with energy and a positive, constructive attitude;
  - Demonstrates good oral and written communication skills.

Qualifications and expertise:

  - University Degree in social sciences, economy or any other relevant field;
  - Minimum 10 years of professional experience is required, longer professional experience is an advantage;
  - Proven expertise in the field of European integration, pre-accession process and managing of EU funds
    preferably with working experience in programmes areas;
  - Proven experience in managing EU projects;
  - Excellent communication skills, facility in working with teams;
  - Modern approach to delivery of policy advice, and training;
  - Fluency in English language, both written and spoken;
  - Knowledge of local language would be distinctive advantage.

Duration of appointment: 4 working days in the period from 1 July 2012 until 21 July  2012.
