The Cross-Border Programme Croatia-Serbia is implemented jointly by Croatia and Serbia.
In Croatia, the responsible institutions are:
The Ministry for Regional Development, Forestry and Water Management is responsible for overall coordination of the programme; and
The Agency for Regional Development of the Republic of Croatia, as a Contracting Authority and Implementing Agency is responsible for tendering and all contract and payment issues.
In Serbia, the responsible institutions are:
The EU Integration Office (hereinafter SEIO) responsible for the overall coordination and implementation of the programme; and
The Delegation of the European Union to the Republic of Serbia (from now on EUD) for all contract and payment issues including signature of contract.
The strategy underlying the Cross-Border Programme Croatia-Serbia aims to foster actual integration and to strengthen the cross-border cooperation process by pursuing the following programme objectives:
- To stimulate cross-border cooperation in order to diversify and improve the regional economy in a socially and environmentally
sustainable way, whilst at the same time, improving good neighbourly relations across the border.
- To build the capacity of local, regional and national institutions to manage EU programmes and to prepare them to manage future
cross border programmes under the territorial cooperation objective of the EU Structural Funds

Measure 1.1: Economic Development-Minimum amount: 50,000 Maximum amount: 300,000
Measure 1.2: Environmental Protection-Minimum amount: 50,000 Maximum amount: 300,000
Measure 1.3: People to People-Minimum amount: 30,000 Maximum amount: 50,000
Eligibility:
1. Each application will be submitted as a joint proposal formulated by two applicants acting in partnership, one applying for funds
from the Croatian Contracting Authority and one applying for funds from the Serbian Contracting Authority.
2. Applicants must be established in one of the two beneficiary countries (i.e. either Croatia and/or Serbia)
To be eligible for grants, applicants must:
- be non profit legal persons
- established by public or private law for the purposes of public interest or specific purpose of meeting needs of general interest and
- be directly responsible for the preparation and management of the action with their partners, not acting as intermediary and
- belong to one of the following categories:
- Measure 1.1- Regional/local public authorities, chambers of commerce, crafts, agriculture, industry, Clusters registered as non-profit
legal entities, Public/non-profit organisations (funds, institutions, agencies) established by the state or regional/local self-government
such as: research & development institutions, research institutes, education and training institutions, health care institutions, local
and regional development agencies, tourist associations, etc., Non-governmental organizations such as associations and foundations,
Agricultural associations and cooperatives, Private institutions established by private law entities for meeting needs of general
interest as long as they operate on non-profit basis.
- Measure 1.2- Regional /local public authorities, Public/non-profit organisations including universities, colleges, secondary and
elementary schools, Research institutes, Non-Government Organisations dealing with environmental and nature protection, Public
companies in charge of communal infrastructure and waste management, Agencies in charge of environmental and nature
protection, Agencies dealing with emergency planning, Regional and local development agencies.
- Measure 1.3- Local organisations, associations and foundations, Inter-communal cooperation organisations, Professional
organisations, Organisations responsible for providing social and health services, Trade Unions, Public/non-profit organisations
including institutes, universities, colleges, secondary and elementary schools, Cultural organisations including museums, libraries,
and theatres, Local government bodies, NGOs, Regional and local development agencies.
