Background:
UNDP’s engagement in Turkey and the Western Balkan countries is based primarily on supporting the countries’ objective of accession into the European Union. UNDP is particularly targeting its support in the areas that are directly related to its global strategic priorities and long-standing programmatic experience in these countries, primarily rule of law, including anti-corruption; environment; social inclusion; and regional and rural development. In these areas, UNDP received from its national counterparts requests for assistance to provide policy advice and support related to the EU accession. In response to this UNDP has set up a regional facility that provides expertise through two Regional Advisors in the areas of Rule of Law Rural/Regional Development – the area were selected by UNDP in all participating countries in consultation with counterparts.
The initiative is based in Zagreb, Croatia, and is managed through a regional mechanism involving UNDP Headquarters in New York (including its Bratislava Regional Centre) and the UNDP Country Offices in the region. The project as such is serving the countries from the Western Balkans and Turkey. With Croatia already having completed its negotiations with the European Union, a wealth of expertise is available in and outside national institutions that could accelerate EU integration processes in the mentioned countries. This assistance is also in line with the Government of Croatia and UNDP common strategy of offering Croatian EU Accession experience for the benefit of the countries that are candidate or potential candidates, primarily in the WB region, but also to the Eastern Neighborhood.
Key Competences:
• Good knowledge of international development related issues, with emphasis on justice and rule of law and regional rural
development in the context of EU Accession of the Western Balkans countries.
• Demonstrated ability to work in an independent manner, ability to organize work efficiently and deal with a heavy workload.
• Excellent problem-solving and communication skills.
• Clear and convincing writing style.
• Confirmed ability to adjust to new situations quickly, to work efficiently under pressure and to meet deadlines.
Required Skills and Experience:
• University education. Master’s Degree in a development related field; e.g., development studies, public policy and management,
international affairs, political science, law, economics or sociology or other related discipline would be asset but it is not a requirement.
• 3 - 5 years of relevant experience working in a similar work position.
• Knowledge/experience in the area of justice and rule of law and regional rural development in the context of EU Accession.
• Project Management skills are an asset.
• Proficiency in corporate software and IT skills, including experience in handling of web based management systems.
• Fluency in English and Croatian is a must (both excellent writing and communication skills). Proficiency in other languages of
the Western Balkans .
