Background:
Gender Programme IPA 2010, run by the UNDP, Department for Gender Equality of the Ministry of Justice, and Delegation of European Union to Montenegro and financed from IPA 2010, aims to improve the status of women as reflected in personal integrity, economic advancement and political representation. The specific objective of the project is to strengthen capacities, improve mechanisms, advance policies and improve the conditions for the implementation of the NAP for Gender Equality in following three areas: Fight against Violence in Family, Political Empowerment of Women and Economic Empowerment of Women.
Under the direct supervision of Gender Programme Manager, the consultant will be responsible for development of proposal for implementation of the Programme component at the local level. The proposal should be based on existing laws and regulations, as well as on existing assessments of the Programme, strategies for sustainable economic development, local action plans for selected municipalities. Proposal should also take into account existing good practices related to development of entrepreneurship at the local level, including business incubators, NGOs, international and national organizations, etc. Proposal should also take into account existing financial and non-financial instruments for development of women entrepreneurship, including loans, as well as related strategies of developmental banks (like EBRD) operating in Montenegro. The consultant is expected to undertake at least four field visits to selected municipalities in order to assess local needs and propose concrete measures to be implemented in those municipalities.
Objectives of the assignment:
The purpose is to recruit the national consultant to develop proposal for implementation of the Programme component on women entrepreneurship at the local level.
Under the guidance of the Gender Programme Manager, the consultant will conduct following main activities:
- Desk research (SWOT analyses) of existing framework regulating financial and non-financial instruments for development of women
entrepreneurship in Montenegro;
- United Nations Development Programme SWOT analyses of selected municipalities (including potentials for development of various
models public-private partnerships for development of women entrepreneurship), based on field visits, interviews with local authorities,
potential entrepreneurs, etc.
- Proposal of local mechanism for development of women entrepreneurship for selected municipalities

Qualifications and expertise:
- University degree in Economics or other relevant fields;
- Minimum 5 years of working experience in the field of entrepreneurship development
- Experience in working with local authorities
- Experience in developing programs related to women entrepreneurship will be an asset
- Good knowledge of English language will be an asset
- Excellent social, communication skills and ability to operate under pressure.
