This programme is the result of a joint planning effort by the Serbian and Montenegrin governments. The Cross-border Programme Serbia - Montenegro analyses the socio-economic situation of the Serbian - Montenegrin border region, sets outs a common strategy for remedying problems identified and formulates joint priorities and measures for development.
The Programme Document for the Cross-border Programme Serbia-Montenegro sets out as its overall Strategic Objective "To bring together the people, communities and economies of the border area to jointly participate in the development of a cooperative area, using its human, natural, cultural and economic resources and advantages."
Specific Objectives of the Programme are:
- Strengthening the incentives for SME development in the border areas;
- Development of tourism as a key sector of the border economy;
- Promoting cross border trade cooperation and accessibility to markets;
- (Re-)Establishing cross border links between business and trade support organisations to promote joint cooperative initiatives;
- Maintaining the high quality of the border area environment as an economic resource by cooperating in joint protection and
exploitation initiatives.
- Strengthening cross border people-to-people interaction to reinforce cultural and sporting links and to share know-how and
experience in areas of common interest.
Budget:
€ 3,393,676.38.
Eligibility:
To be eligible for a grant, applicants must be established in the Republic of Serbia when applying for the allocation for Serbia and be established in Montenegro when applying for the allocation for Montenegro.
This obligation does not apply to international organisations.
To be eligible for grants, applicants must:
- be non profit legal persons and
- be directly responsible for the preparation and management of the action with their partners, not acting as an intermediary, and
- belong to one of the following categories:
- local governments and their institutions;
- associations of municipalities;
- development agencies;
- business support organizations and social partners;
- tourism and cultural organizations/associations;
- non-governmental organizations, including the Red Cross and Red Crescent national societies;
- public and private bodies supporting the workforce;
- vocational and technical training institutions;
- national authorities/institutions or state agencies;
- bodies and organisations (including NGOs) for nature protection;
- public bodies responsible for water management;
- Fire/emergency services;
- schools;
- colleges;
- media;
- universities and research centres;
- international organisations.
