Background:

The unavailability of electricity in the areas of return has been recognized by the BiH authorities as one of the major obstacles hindering the implementation of the Annex VII. In 2009, when the EAAR Project started, there were close to 3,000 households in over 100 municipalities all over BiH where pre-war inhabitants had returned to their homes at least five years ago, but have been living deprived of electrical power ever since. The plans created in 2008 estimated that the forthcoming years would see the reconstruction of additional 40,000 returnee households, out of which 18,300 are situated in the areas without a functional electrical network. The overall financial needs for the re-establishment of the electricity supply in the priority returnee areas were estimated at approximately 40,000,000 KM. To fully deal with the problem this figure would have needed to be doubled. On the other hand, the pace of the reconstruction of the electric network is slow. In the period 2010-2012, the aforementioned figures have changed slightly to the better, due to the successful efforts on the part of local authorities coordinated by the BiH Ministry of Human Rights and Refugees (MHRR).

Purpose:

The purpose of the evaluation is to assess the overall relevance, performance, management and achievements of the EAAR project. The evaluation should also assess the extent of UNDP commitment to the human development approach and how effectively equality and gender mainstreaming have been incorporated in the design and execution of the project to be evaluated.
 
Objective:

The principal objective of the evaluation is to address, analyze and provide findings and recommendations to different aspects of the project’s implementation. The evaluation will take a broad overview of the project area by gathering perceptions, aspirations, feedback and data from relevant stakeholders, both women and men. During the evaluation process and the preparation of the final project evaluation report, the incumbent will ensure that the objective of the evaluation is always aligned with its purpose and scope of work elaborated below.  

Required Skills and Experience:

  • Education: University degree in electrical engineering, economics, business administration or a related discipline;
    advanced university degree is an asset.
  • Experience:  At least 10 years of relevant experience in areas of relevance to the consultancy, to include:

       – Extensive project/programme evaluation experience, including evaluation of multi-stakeholder projects in BiH context;
       – Experience with projects in the area of local development, local infrastructure, return, or similar;

  • Understanding of administrative set-up of BiH, as well as of the Annex VII of the Dayton Peace Agreement;
  • Proven ability to undertake professional research using both quantitative and qualitative methods;
  • Strong analytical skills and ability to conceptualize complex and multi-faceted aspects of an issue into a concise
    and clear-cut assessment conclusion;
  • Excellent drafting and presentation skills;
  • Evaluation experience with UN donor-funded projects is an asset;
  • Language Requirements: Native command of Bosnian and excellent command of both written and spoken English language;
