Background:
Women Safety and Security Initiative (WSSI) Plus is a continuation of WSSI having the overarching objective to progressively and demonstrably improve the security environment for women and girls in Kosovo. The subsequent phase of the Women’s Safety and Security Initiative (WSSI Plus), launched in 2009 in partnership with relevant national institutions, seeks to address the Violence against Women (VAW) and Trafficking in Human Beings (THB) challenges in Kosovo.
Objectives of Assignment:
The Expert on drafting the Standard Operating Procedures assumes responsibility to support the Kosovo Institutions in delivering key results related to the implementation of the Kosovo Program Against Domestic Violence and Action Plan 2011-2014, impacting the overall efficiency of national mechanisms, international stakeholders and improvement of existing service providers for victims of DV.
Competencies:
- Strong understanding of Security, Justice and Social Welfare Sectors in Kosovo with focus on Domestic Violence;
- Strong understanding of data management, evaluation, and reporting systems and processes as they apply to the work of institutions,
service providers, and other relevant stakeholders
- Analytical and strategic thinking / Results orientation;
- Extensive knowledge of quantitative and qualitative data collection and analysis;
- Good knowledge of organizational policies and procedures related to the position and ability to apply them consistently in work tasks;
- Good knowledge of information technology and ability to apply it in work assignments;
- Good interpersonal skills and ability to communicate effectively, both orally and in writing;
- Cultural, gender, religion, race, nationality and age sensitivity and adaptability;
- Ability to establish effective working relations in a multicultural team environment;
- Learning and sharing knowledge and encourage the learning of others.
Required Skills and Experience:
Education:
- Master’s Degree or equivalent in Law, social sciences or related field.
Experience:
- Minimum five years of relevant experience at the national or international level in drafting legal mechanisms, SOPs and/or other guidelines.
- Technical and professional skills in providing management advisory services and hands-on experience in design,
data collection and analysis.
- Experience in the use of computers (SPSS, MS Excel, Word, Databases) and office software packages and handling of web based
management systems.
Language Requirements:
- Fluency in both oral and written English, Albanian and/or Serbian. Knowledge of both national languages is considered an asset.
