UNDP/ NATIONAL STRATEGIC PLANNING CONSULTANT FOR THE FEDERATION OF BOSNIA AND HERZEGOVINA

Background:

The consultancy is planned within the 2nd phase of the Integrated Local Development Project (ILDP), which aims to support the further consolidation of the local strategic planning system in Bosnia and Herzegovina (BiH), by enhancing its vertical integration within the higher government strategic and financial planning frameworks and supporting a critical mass of local governments to apply a harmonised approach to strategic planning and effectively manage local development processes in partnership with their communities.

Purpose:

The purpose of the consultancy is to provide analytical support, strategic guidance and facilitation of the policy discussion process aiming to consolidate the local strategic planning level into the strategic planning and financial frameworks of immediate higher government levels, thus providing for a more coherent strategic planning system and enabling impactful implementation of local development strategies. In this regard, a National Strategic Planning Consultant for the process to be undertaken within the Federation of Bosnia and Herzegovina (FBiH), Bosnia and Herzegovina (hereinafter the Consultant) will be engaged.

Objective:

The main objective of the consultancy will be to offer analytical support and policy and operational recommendations to serve as main inputs for the forthcoming public discussion process, where a wide scope of relevant public institutions from entity, cantonal and local levels will debate and agree on adequate policy and operational mechanisms contributing to the vertical integration of the local planning level into the strategic planning and financial frameworks of the immediate higher government levels in the FBiH.

Required Skills and Experience:

  • Advanced university degree in public administration, economics, law, political sciences, social sciences or related field.
  • At least 7 years of relevant experience in the field of local governance, strategic planning at local and higher government
    levels in Bosnia and Herzegovina, public finances;
  • Proven ability to undertake professional research using both quantitative and qualitative methods;
  • Proven analytical skills and ability to conceptualise and write concisely and clearly;
  • Proven skills and experience in facilitation of public consultative policy development processes in Bosnia and Herzegovina; 
  • Proven communication and advocacy skills, and ability to work in an environment requiring liaison and collaboration with
    multiple actors including government representatives, donors and other stakeholders;
  • Familiarity with the standardised local development planning methodology for BiH is an asset.Fluency in English and
    in the official languages in BiH.
  • Excellent computer skills (MS Office applications) and ability to use information technologies as a tool and resource.

Duration of initial contract:  July 2012 - June 2013 (will not exceed 20 work/days)
