Background:

Social Card - Social Welfare Information System (SWIS) project is part of the overall social reform process in Montenegro and it should enhance further reform of social welfare sector by development of more efficient and effective system of social protection and quality of service upgrading. This project is more than a reform in information technology and cross-referencing between the administrative system’s registries and data-bases which generates a ‘social profile of a person who is already a beneficiary or is applying for the social protection schemes. Its main goal is to advance social welfare reform, to enable more efficient and effective administration of social protection payments and services; and over time, to support the entire business process and policymaking in this area.

  • Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability.

Qualifications and Experience:

  • University degree in Social Sciences or other relevant field; Master’s Degree or equivalent in the relevant field is an advantage.
  • Minimum 5 years of relevant management experience in an international organization, government institution, or an NGO.
  • Proven track-record expertise in social protection/welfare sector.
  • Previous experience in cooperation with ministries, national and local institutions.
  • Self-starting, independent and responsible personality.
  • Demonstrated ability to manage and motivate people in a complex environment and achieve set goals under time pressure.
  • Proven ability to think strategically, to express ideas clearly and concisely, to work both independently and in teams, to demonstrate
    self-confidence combined with sensitivity to gender and culture.
  • Strong knowledge of and application skills in result-based management.
  • Strong resource mobilization, communication and negotiations skills.
  • Knowledge of change management and institutions at national and local levels would be an advantage.
  • Fluency in English and local language.
  • Excellent writing, communication, negotiations and advocacy skills.
  • Computer proficiency (MS Office package, Internet).


Duration of appointment: 12 months with possible extension
