Background:
Social Card - Social Welfare Information System (SWIS) project is part of the overall social reform process in Montenegro and it should enhance further reform of social welfare sector by development of more efficient and effective system of social protection and quality of service upgrading. This project is more than a reform in information technology and cross-referencing between the administrative system’s registries and data-bases which generates a ‘social’ profile of a person who is already a beneficiary or is applying for the social protection schemes. Its main goal is to advance social welfare reform, to enable more efficient and effective administration of social protection payments and services; and over time, to support the entire business process and policymaking in this area.

• Ability to lead strategic planning, results-based management and reporting;

• Demonstrates good oral and written communication skills;
• Demonstrates ability to manage complexities and work under pressure, as well as conflict resolution skills.
Qualifications and expertise:
• Advanced degree in Information Technology/Information systems;
• Minimum 10 years of working experience in the field of Information systems design and development;
• Proven expertise and experience in information systems assessment and development and knowledge of relevant global practices;
• Preferably working experience in the region of South-East Europe;
• Experience in the area of information system applications with social protection systems;
• Knowledge on social protection system reform in transition countries;
• Excellent social, communication skills and writing skills;
• Fluency in English, knowledge of South-Slavic languages is highly desirable.
Duration of appointment: July 2012 – November 2014 (approx. 80 working days in total)
