Background
Project: Implementation of UPR Recommendations at Country Level Initiative
Macedonia in December 2011 has ratified the UN Convention on the Rights of Persons with Disabilities (CPRD). This is a major step in the country’s commitment “to promote, protect and ensure the full and equal enjoyment of all human rights and fundamental freedoms by all persons with disabilities and to promote respect for their inherent dignity”.
Ever since the signing of the CPRD in 2007, the UN has been advocateting for its ratification. The advocacy intensified in 2009, and culminated with organization of a national conference, which gathered all stakeholders to discuss the necessary steps for ratification of the Convention and the subsequent legal implications. Organizations of persons with disabilities (OPD) were mobilized to actively participate and expressed their views and concerns. During the country’s Universal Periodic Review (UPR) process, a number of countries (United Kingdom, Turkey, Croatia, Argentina, Mexico, and Azerbaijan) have urged the national authorities to accelerate the process of ratification and start harmonizing and transposing the Convention into the national legal framework.
Required Skills and Experience
• Master degree in social science or related field. PhD is an advantage.
Experience:
• At least 5 years work experience in different processes relevant for development/implementation/involvement of similar by scope and size
assignments, strategies/national level policies or similar.
• Experience in jobs requiring ability to absorb, analyze and synthesize large amounts of complex information within tight deadlines.
• Deep understanding the context of the employment with particular focus on disabled people, CPRD, the social inclusion concept and the
European Union Social Agenda.
• Strong research, analytical and writing skills and ability to provide a critical and useful study to the government counterparts.
• Experience in research and analysis activities aiming production of relevant policy papers.
• Proven experience in working with employment of disabled people.
Expected Duration of Assignment : Estimated 12 consultancy days until end of October
