Background:
Social Impact (SI) is a Washington, DC-area management consulting firm. We provide a full range of innovative program evaluation, management consulting, technical assistance, and training services to strengthen international development programs, organizations, and policies. Our global services are in the areas of democracy and governance, health and education, agriculture, the environment, and economic growth, as well as cross-cutting issues such as gender and capacity-building.
Objective:
SI is seeking four local consultants for a Department of State (DoS) RFTOP for evaluation services under the DoS Evaluation Services IDIQ contract. This request is for an evaluation of how U.S. government assistance for information and communication technology (ICT) programs has contributed to civil society organizations’ (CSOs) abilities to meet their program objectives in each of the four target countries: Bosnia, Serbia, Ukraine, and Kyrgyzstan. The scope of the evaluation aims to explore the effectiveness of various forms and approaches of ICT programs in helping further the agendas and activities of approximately five CSOs in each of the target countries. There will be one consultant for each target country.
Note: This is a local position. Only citizens of the four target countries will be considered.
Essential Duties:
- Participate in the evaluation design, including development of instruments and methods;
- Assist with data collection and initial analysis;
- Arrange meetings and site visits;
- Translate all communication that is not in English;
- Conduct any follow-up work required after the senior evaluators have departed from the target countries.
Qualifications:
Candidates should meet the following criteria to be considered:
- Professional-level fluency in local language(s) (Bosnian, Serbian, Ukrainian, Kyrgyz) and English is required;
- Knowledge or familiarity with foreign assistance to support CSO agendas is required;
- Knowledge of social science research methodology is required;
- Knowledge or familiarity with the use of ICT and social media in the target country is required;
- Deep knowledge of the target country and culture, the local CSO community, and foreign assistance within that country is required.
