Objective:
USAID Macedonia seeks to contract the services of a local research and polling agency to conduct a national annual survey of Macedonian citizens’ attitudes and practices regarding democracy and civic participation, and their perceptions about political, civil, and
governmental institutions. The data from the survey will be used by USAID to measure progress toward specific indicators for our annual results review and to assist in shaping our programs in the democracy and governance area.
The Contractor shall design a questionnaire using the questionnaires for the Democracy and Governance surveys conducted in previous years.
The questionnaire should consist of approximately 60 questions covering the following topics:
(a) acceptance of democratic values and attitudes;
(b) perception of politics;
(c) political participation;
(d) perceptions of political and governmental institutions, including the parliament;
(e) perceptions of local government;
(f) perceptions of the rule of law and the work of the courts/judiciary;
(g) perceptions of corruption and the general situation in the country;
(h) participation in and perceptions about non-governmental organizations;
(i) perceptions of media;
(j) global climate change; and
(k) basic socio-demographic indicators, such as: gender, age, education, ethnicity, family status, religious status, etc…
The methodology employed must, at a minimum, include:
- a survey sample of between 1,500 and 1,600 respondents drawn from the adult segment of the population; i.e. those 18 years and older;
- out of the total survey sample, between 1,100 and 1,200 respondents must be representative of Macedonia nationally, while around 400
respondents must be representative of USAID target municipalities4, with regard to sex, age, education,
ethnicity, size and place of residence; and
- the questionnaire shall be administered by trained interviewers through standardized face-to-face interviews.
As a minimum, offers must show:
(1) The solicitation number;
(2) The name, address, and telephone number of the bidder;
(3) CVs of the proposed subject area experts who will perform the analysis of the results (maximum three page CV for each expert);
(4) Demonstrate capacity of the firm by including three references for work done in the past 2 years;
(5) Methodology by which the firm will carry out the survey in the stated timeframe;
(6) Cost - The cost segment of this quote should be presented on a separate page (a separate sheet of paper). It should be fairly detailed, yet
not too complex. It should provide fair insight of all categories it includes, such as:
- Preparatory work;
- Field work;
- Analysis and Reports
- Presentations (express costs per single presentation for up to three presentations);
