Objective

The overall objective of the request for proposals is to select a service provider to assess a local policy/program and its budgets from gender perspective. The assessment shall produce recommendations on how to improve the gender responsiveness and support future advocacy for gender aware policies and budgets at local level.

Proposals should focus on: assessing local policies/programmes and their budgets from gender perspective. The policies/programmes considered should be in the domain of decentralized competencies of the local self-governments included in the assessment.

The specific objective of this initiative is to further strengthen CSOs capacities to assess public policies and produce relevant reports which identify challenges and generate recommendations to make local policies responsive to the different needs and priorities of women and men, girls and boys.

Required Research Skills

   1. Ability to carry out gender analysis of policy/programmes and budgets
   2. Ability to analyze data and resource allocations from gender perspective

Subject Knowledge


  1. Knowledge of policy planning and budgeting process at local level
  2. Knowledge of gender analysis methods and GRB tools ‘
  3. Preferably, knowledge of good practices of application of GRB tools for assessing policies/programs and budgets in South East Europe
      and/or worldwide.

The contractor shall provide:


   1. Copies of the Registration Form and the Statute of the NGO/Company
   2. CVs of the GRB research team leader, proposed key personnel, including individual consultants/experts.

Eligibility

Registered for profit or not-for-profit entities are eligible to submit proposals.
