Contract description: Maximum budget: EUR 600.000
The project aims at strengthening the capacity of the Ministry of Economy and the Bureau of Metrology to meet the EU legislative, regulatory and technical requirements. It will be implemented through 3 components.
Component 1 will focus on enhancing the transposition of the 'acquis' in the field of quality infrastructure including complete gap assessment of the Montenegrin legislation with view to the 'acquis' in the field of free movement of goods and the transposition of 5 'New Approach' directives (NADs) and 30 sectoral directives.
Component 2 is expected to improve the administrative capacity of the Department of Quality Infrastructure at the Ministry of Economy through a series of training exercises and awareness raising events. This component has also to establish the WTO Enquiry Point for Technical Regulations and to ensure full communication with TBT/WTO Secretariat.
Component 3 is focused on improving the capacities of the Montenegrin Bureau of Metrology (BoM) through the preparation of 3 metrology labs for accreditation by the national accreditation body and assisting the Bureau of Metrology for preparing for a peer assessment on traceability of chosen measurement standards.

Eligibility:
Participation is open to all legal persons (participating either individually or in a grouping (consortium) of candidates) which are established in a Member State of the European Union or in a country or territory of the regions covered and/or authorised by the specific instruments applicable to the programme under which the contract is financed. Participation is also open to international organisations. The participation of natural persons is governed by the specific instruments applicable to the programme under which the contract is financed.
