Background:
The Peace & Development Adviser’s (PDA) works directly with the United Nations Development Co-ordinator to strengthen the United Nations Kosovo Team’s (UNKT) capacity to systematically identify, promote and institutionalise the linkages between the political, development and reconciliation aspects of the UN’s work. The PDA assists to address political challenges by liaising closely with international community actors and local counterparts, by providing a political analysis capacity for UNKT and by promoting the mainstreaming of conflict prevention and peace-building concepts into UNDP’s development assistance.
The population living in the region of North Kosovo faces numerous challenges, including high unemployment, high levels of pollution, rural under-development, inadequate infrastructure, a complicated structure of administration and an acute sense of insecurity and social exclusion. From a development perspective, the consistent focus on politics diverts attention from the pressing need to advance social and economic development in the areas of: youth, education and child protection; health and environment; employment; social inclusion and protection of human rights.
A key priority for the Peace & Development function is to identify opportunities for positive engagement in North Kosovo, to assess opportunities and risks, and to advance the development agenda in a status-neutral manner in accordance with the United Nations’ mandate in Kosovo.
Objectives of Assignment:
The purpose of the intervention is to assist in the advancement of peace and development goals, in particular to support the establishment and consolidation of a full-time UNDP presence in North Kosovo, and support the design and delivery of UNKT development assistance in North Kosovo.
Required Skills and Experience:
Education: Completed Bachelor Degree.
Working experience: 3-5 years of relevant experience in project/programme implementation, advisory services or managing staff and operational systems, and/or establishing inter-relationships among international organizations and local institutions/communities. Intimate and extensive knowledge of the situation in North Kosovo would be considered advantageous. Knowledge of and ability to facilitate co-operation with key institutions and individuals would be considered strongly advantageous.
Language Requirements: Confident technical proficiency in oral and written English language is required. Fluency in oral and written Serbian language is required. Knowledge of other languages in use in North Kosovo would be considered advantageous.
Duration of Initial Contract : 6 months with possibility of extension
Expected Duration of Assignment : one year
