Background:

Coastal Area Management Programme (CAMP) project for Montenegro promotes Integrated Coastal Zone Management (ICZM) as a tool to ensure that a variety of human activities in the coastal areas are coordinated and managed for the achievement of sustainability goals. The main objectives of CAMPs are: i) to develop strategies and procedures for sustainable development in project area; ii) to identify and apply relevant methodologies and tools; iii) to contribute to the capacity building at local, national and regional levels; iv) to secure a wider use of the results achieved in the region. The main objectives of CAMP Montenegro are formulated in line with general objectives of all CAMP projects and they include: a) creation of necessary mechanisms that can help achieve sustainable development of the coastal area; b) support for the implementation of national policies and ICZM Protocol of the Barcelona Convention; c) promotion of integrated and participatory planning and management in the coastal area; d) development of national and local capacities for ICZM and awareness raising on the importance of the coastal area, complexity and fragility of its ecosystems and on the need for integrated approaches in managing them; and e) facilitation of the transfer of knowledge on ICZM tools and approaches. The concept of Integrated Coastal Zone Management (ICZM) is embedded in a number of policies and strategic documents in Montenegro. The country is committed to sustainable development, and has adopted the National Strategy for Sustainable Development. Montenegro has ratified the Barcelona Convention and five of its Protocols, with the ICZM Protocol ratification taking place in December 2011.

Competencies:

  - Demonstrates integrity by modeling the UN’s values and ethical standards;
  - Promotes the vision, mission and strategic goals of UN/UNDP;
  - Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability;
  - Ability to lead strategic planning, results-based management and reporting;
  - Builds strong relationships with clients, focuses on impact and result for the client and responds positively to feedback;
  - Consistently approaches work with energy and a positive, constructive attitude;
  - Demonstrates good oral and written communication skills;
  - Demonstrates ability to manage complexities and work under pressure, as well as conflict resolution skills.

Qualifications and expertise:

  • Professional level equivalent to MSc. degree or higher in area of Geography, Spatial planning or associate field;
  • Recognized education in GIS;
  • At least 5 years of relevant professional experience with a minimum of five years experience in GIS-related fields,
    preferably in the Adriatic region;
  • Ability to analyze issues and information and prepare briefs and summaries on key ideas;
  • Strong research skills, combined with superior communication and interpersonal skills;
  • Knowledge of online social networking desirable but not required;
  • Knowledge of English and local language.

Duration of appointment: up to 100 working days until end of February 2013
