According to UN National Human Development Report 2007 „Social Inclusion in BiH“1, it was estimated that around 50% of the population has suffered at least one form of exclusion from access to social services, 22% of population suffered from some form of extreme isolation, while 47% of population was in danger of remaining under long-term social exclusion. Among the most vulnerable groups are elderly, persons with disabilities, displaced persons and refugees, Roma population, unemployed youth and women.
BiH has prepared but not yet adopted a Social Inclusion Strategy and Action plan, which should make a basis for targeting the strategic interventions in the upcoming period. The five key goals and priorities of the social inclusion strategy focus on pension policy, protection of families with children, health care, education, and employment and social policies. The Roma population remains the most vulnerable group and is a priority group under the Social Inclusion Strategy.
The global objective of this Call for Proposals is: to contribute to improvement of the social protection system at all levels of governance and to address the specific needs of vulnerable groups in Bosnia and Herzegovina. The specific objective (s) of this Call for Proposals are: assistance to persons with disabilities and social housing scheme.
Size of grants
Any grant requested under this Call for Proposals must fall between the following minimum and maximum amounts:
Lot 1
- minimum amount: EUR 750.000
- maximum amount: EUR 1 000.000
Lot 2
- minimum amount: EUR 750.000
- maximum amount: EUR 1.000.000
Eligibility
In order to be eligible for a grant, applicants must:
- be legal persons and
- be non profit making legal persons and
- be nationals (except for international organizations) of a Member State of the European Union, a country that is a beneficiary of the
Council Regulation (EC) N° 1085/2006, of 17 July 2006, establishing an Instrument for Pre-accession Assistance (IPA) (Croatia, Republic
of Macedonia, Turkey, Albania, Bosnia and Herzegovina, Montenegro, Serbia, Kosovo under UNSCR 1244, a country that is a beneficiary
of the European Neighbourhood and Partnership Instrument, or a Member State of the European Economic Area (Iceland, Lichtenstein
and Norway) and be non-governmental organisations (NGOs), public-sector operators, local authorities (below the national level);
international (inter-governmental) organisations as defined by Article 43 of the Implementing rules to the EC Financial Regulation.
