Background:

The purpose of the consultancy is to develop a workable mechanism for quality assurance of training within the framework of the Training System for Local Self-Government Employees in Bosnia and Herzegovina. In this regard, an International Quality Assurance Consultant (hereinafter International Consultant) will be engaged.

The primary focus of the consultancy is to provide expert assistance to relevant partner institutions in the process of developing a quality assurance function for training delivered under the auspices of the local government training system and in line with the relevant strategy documents.

The consultancy is planned within the 2nd phase of the Municipal Training System (MTS II) Project, which is aimed at contributing to professional and competent BiH local governments, able to effectively manage development processes and deliver quality services to their citizens. The MTS II focuses on further strengthening of the policy and functional capacity of the Training System for Local Self-Government Employees in BiH and supports its affirmation as an effective public mechanism for carrying out the local governments` capacity development agenda country-wide, as defined within the entity training strategies 2011 - 2015. The project also supports the design and delivery of priority and demand-driven training programmes for both local government elected officials and employees.

Required Skills and Experience:

Education:

  • Advanced university degree in public administration, economics, law, political sciences, social sciences or related field.

Experience:

  • 10 years of relevant experience in the field of capacity development/training and/or human resource management in public sector,
    preferably local governments, more particularly in aspects related to quality assurance and accreditation of training;
  • Proven record of theoretical knowledge and practical experience in the area of training quality management;
  • Good understanding of local governance, capacity development and human resources management;
  • Proven ability to undertake professional research using both quantitative and qualitative methods;
  • Proven analytical skills and ability to conceptualise and write concisely and clearly;
  • Proven communication and advocacy skills, and ability to work in an environment requiring liaison and collaboration with multiple
    actors including government representatives, donors and other stakeholders;
  • Experience in working in BiH is an asset.

Language requirements:

  • Fluency in English.

Other:

  • Excellent computer skills (MS Office applications) and ability to use information technologies as a tool and resource.

Starting Date: 20 September 2012
Expected Duration of Assignment : 25 working days
