Background:

The purpose of the consultancy is to provide analysis, strategic recommendations and facilitative support to the Federation of Bosnia and Herzegovina (Federation) Training Commission and the project team in the participatory formulation of a minimum standard framework document for local human resources management in the Federation. In this regard, a National Human Resources Management Consultant (hereinafter Consultant) will be engaged.

The primary focus of the consultancy is to assess the current state of human resources management in local government and identify a set of minimum standards to help bring about practical improvements in this area. The assignment will be carried out in a participatory manner and considering the existing legal framework as well as current challenges and prevailing practice.

The consultancy is planned within the 2nd phase of the MTS II Project, which is aimed at contributing to professional and competent BiH local governments, able to effectively manage development processes and deliver quality services to their citizens. The MTS II focuses on further strengthening of the policy and functional capacity of the Training System for Local Self-Government Employees in BiH and supports its affirmation as an effective public mechanism for carrying out the local governments` capacity development agenda country-wide, as defined within the entity training strategies 2011 - 2015. The project also supports the design and delivery of priority and demand-driven training programmes for both local government elected officials and employees.

Required Skills and Experience:

Education:  Advanced university degree in human resources management, public administration, or other relevant field;

Experience:

  • Proven record of theoretical knowledge and practical experience in the area of human resources management,
    preferably in the public sector;
  • Good understanding of local governance, capacity development and human resources management;

Language requirements:  Fluency in official languages in BiH and English.

Expected Duration of Assignment : 24 working days (September - December 2012)
