Background:
Pursuant to achieving the Municipal Training System Project’s objective and along with the strategic priorities of the entity Training Strategies for Local Government Employees (2001 - 2015), the purpose of this consultancy is to contribute to strengthening of the training market in Bosnia and Herzegovina by support to training skills-building and knowledge-sharing among both existing relevant training providers, as well as local government/other institutions’ practitioners holding rich expertise but lacking training skills. In this regard, a National Consultant for the Design and Delivery of Training of Trainers Programmes (National ToT Consultant) will be engaged. The Consultant will be paired with another National Consultant for Training of Trainers on Local Development Management (National Consultant for LDM).
The objective of the consultancy is to strengthen capacities of relevant and interested training providers and local government/other institutions` practitioners through design and delivery of 2 ToT programmes to the target groups, as follows: (i) “Designing, Delivering and Evaluating Basic Training Programmes for Local Governments” and (ii) “Delivering and Evaluating the Local Development Management Training” as a standardised training programme within the Training System for Local Governments in BiH. Such an intervention will support the expanding of knowledgeable and skilful training providers, who can further contribute to the effective delivery of local government related training programmes within the training system.
The consultancy is planned within the second phase of the Municipal Training System (MTS II) Project, which is aimed at contributing to professional and competent BiH local governments, able to effectively manage development processes and deliver quality services to their citizens. The MTS II focuses on further strengthening of the policy and functional capacity of the Training System for Local Self-Government Employees in BiH, supports its affirmation as an effective public mechanism for carrying out the local governments` capacity development agenda country-wide and supports the design and delivery of priority and demand-driven training programmes for both local government elected officials and employees.

Required Skills and Experience:
Education: University degree;
Experience:
• At least 5 years of extensive working experience related to capacity development, training and design and delivery of ToT programmes,
preferably to representatives of local governments in BiH;
• Familiarity with latest trends and modern techniques related to adult-training, life-long learning and capacity development;
Language requirements: Fluency in English and in the official languages in BiH;
