Backgorund
Through its country and regional programmes and projects in South Eastern Europe, UN Women provides technical and financial assistance to a range of partners towards the implementation of their national and international commitments to strengthen the realization of women’s rights and gender equality.
In the Republic of Macedonia a National Action Plan on the implementation of UNSCR 1325 (UNSCR 1325 NAP) is currently being elaborated under the auspices of the Ministry of Labour and Social Policy. At this point, the UNSCR 1325 NAP focuses on: (i) conflict prevention, early warning systems, risk reduction, disaster management, and policy development; (ii) decision making and gender responsive mediation; and (iii) peacekeeping (civilian and military). The implementation success of the UNSCR 1325 NAP will be measured though country specific indicators, drafted in line with UN global indicators in the area of women, peace and security. In order to assist the government in establishing UNSCR 1325 NAP indicators (including baselines and targets), there is need to assess the availability of sex-disaggregated data in the security sector.
Responsibilities
- Develop a written research methodology for assessing the availability of sex-disaggregated data based on the data needs presented
through UNSCR 1325 NAP indicators (data required to effectively measure each UNSCR NAP indicator)
- Conduct an assessment of data availability against UNSCR 1325 NAP indicators to determinate i) how measurable the indicators are (on
the basis of data that exists), ii) the source of data for each indicator, iii) gaps in data, if any, and how to address those gaps
- Produce a draft mapping study report and, after the inputs of UN Women, a final mapping study report of the security sector that will: 1)
identify the availability of sex-disaggregated (especially against UNSCR 1325 NAP indicators); 2) identify and offer a critical opinion as to
how the data is analyzed by security sector actors and to what result; and 3) identify and analyze the system of updating data and the
frequency for its collection.
Requirements
- Advanced degree in economics, statistics, international law, peace and conflict resolution studies, development studies, and/or gender
studies and/or international relations, or similar. Masters degree would be an advantage
- Minimum 5 years of relevant professional experience
- Recognized expertise and specialized knowledge in collection of data, policy and budget analysis, gender mainstreaming tools and the
defense sector
- Experience in producing mappings of data for Governments and/or International organizations
- Experience in delivering training sessions using adult learning methodologies
- Familiarity with Macedonian policy making processes, the status of women and gender equality, the security sector will be considered
asset
- Excellent analytical, oral and written communication skills in Macedonian and in English
Duration
The duration of the contract is maximum 15 working days in the period 30 September – 15 November 2012.
