Background:
Mainstreaming gender and bridging gender gaps in ways that are effective and measurable remains a challenge to the development community. UNDP's Country Office commitment for promoting gender equality is an integral aspect of both policy and programs. To ensure positive impact of policies and programmes on the lives of women and men and to redress existing inequalities in the development process UNDP Country Office (CO) made an effort to integrate a gender perspective into the Country Programme Document for 20010-2015 and Country Programme Action Plan for 2010- 2015.
However, progress in integrating gender perspectives into UNDP environment unit in the country is uneven. In order to ensure effective integration of gender concerns into UNDP environment unit and its projects, the CO has launched a new initiative to strengthen the capacity of the environment unit and its staff in better addressing gender inequalities and better responding to the needs of men and women through their programming and implementation. This initiative is the first of this kind in the region and it is expected to serve as guidance for other UNDP offices in the SEE and Central Asia.
The overall objective of the consultancy is to enable the environment unit to better address gender dimensions of development through its portfolio and thus improve UNDP Country Office’s development effectiveness.
The focus of this assignment will be in depth gender evaluation of the environment unit’s pillars and projects through undertaking comprehensive analysis of the UNDP MKD environment portfolio, and development of action plan for gender mainstreaming into the environment program through identification of the relevant gender entry points and innovative approaches to their incorporation in the current 3 pillars of the programme. The relevant pillars of the environment portfolio are the following: 1. Natural Resource Management; 2. Climate Change; and 3. Disaster Risk Management.
It is also expected the consultant to have meetings with UNDP’s social inclusion and governance unit in order to articulate possible areas of cross-unit interventions (social inclusion/governance/environment) regarding gender equality and women’s empowerment.
Objective:
The main objective of the assignment is preparation of gender assessment of the environment portfolio of UNDP Country Office.
Competencies:
-Good analytical and report writing skills;
-Strong inter-personal skills.
Required Skills and Experience:
• Degree in relevant area: gender studies, social sciences, development studies, political science, sociology, etc. Advanced degree
would be an asset.
• At least 5 years professional experience in the area of gender equality and/or gender mainstreaming.
• Extensive experience in conducting portfolio gender analysis or/and leading a gender portfolio. (Conducting portfolio gender
analysis in the field of environment and sustainable development will be considered as strong asset);
• Experience in conducting gender equality and gender mainstreaming training courses;
• Experience in working with UNDP will be considered as an assets
• Proficiency in English;
Expected Duration of Assignment: estimated 20 days in the period until 10 December 2012
