Background
The United Nations Secretary-General, in the overarching recommendations of the World Report on Violence against Children, recommends that all States develop a multi-faceted and systematic framework to respond to violence against children which is integrated into national planning processes. A national strategy, policy or plan of action on violence against children with realistic and time-bound targets, coordinated by an agency with the capacity to involve multiple sectors in a broad-based implementation strategy, should be formulated. National laws, policies, plans and programmes should fully comply with international human rights and current scientific knowledge. The implementation of the national strategy, policy or plan should be systematically evaluated according to established targets and timetables, and provided with adequate human and financial resources to support its implementation.
Responisibilities
- Assessment of the secondary legislation on child abuse to identify the legal gaps, prepare a draft assessment including recommendations
for revision of the existing, and/or drafting of new by-laws, including protocols, standards, and guidelines; finalize the report based on the
feedback from the local practitioners and national counterparts
- Revise the existing secondary legislation and/or develop a new one, including protocols, standards, and guidelines, in line with the
assessment report recommendations
- Develop standard guidelines for the forensic examination and reporting on child sexual abuse
- Revise the existing protocol for referral of children victims of abuse based on the international standards, and on the newly
revised/developed by-laws that might influence the procedure for referral of child victims
- Hold consultations with the relevant professionals, present the findings and the new draft secondary legislation to the national
counterparts, and lead the discussions at the workshop in order to finalize the new documents
Requirements
- Advanced degree in law, social sciences, human rights, child rights, or other related fields
- Minimum 7 years of professional experience as a development practitioner and/or in a social policy/social development advisory function
- Minimum 7 years of experience in the field of protection of children from violence and abuse
- Full mastery of the English language
