UNDP/ SURVEY ABOUT DISCRIMINATION AND INEQUALITY IN SERBIA (REFERENCE NO. RFP 285/12 BG)

Backgorund

The CPE was established in 2009 as a national human rights institution (NHRI) and as the equality body in accordance with European Union (EU) directives. The project Support to the Commissioner for the Protection of Equality for Effective Implementation  of Anti-discrimination Legislation in Serbia seeks to enhance the capacity of the Office of the Commissioner for the Protection of Equality of the Republic of Serbia (CPE) by strengthening its legislative advisory role. The project further seeks to build CPE capacity through knowledge management and examining comparative practice case-law aimed at improving the resolution of cases of discrimination. This project will address the capacity development of CPE staff in mapping, and analysing and targeting key equality statutory requirements and promoting the use of Alternative Dispute resolution (ADR).

Responsibilities

The principal duty of the Contractor will be to conduct two surveys about discrimination and inequality in Serbia.  The first one is to be conducted immediately after signing the Contract with the Contractor, while the second will be conducted in May 2013. The overall objective of conducting the surveys is to continuously learn about perceptions, attitudes and awareness of Serbian citizens regarding discrimination and inequality.

Activities

   - Create the Questionnaire, in cooperation with the Antidiscrimination Expert
   - Do a pilot survey - test the questionnaire on a sample of minimum 25 interviewees, randomly selected
   - On the basis of the pilot survey redo the questionnaire, if needed
   - Train the interviewers for conducting the interviews (special attention needs to be paid to introducing the interviewers to
     antidiscrimination standards and ensuring that the interviews would be conducted in person)
   - Print questionnaires and conduct the survey
   - Input and process collected data
   - Analyse the data in cooperation with an antidiscrimination expert
   - Prepare a draft Report to include results and recommendations in cooperation UNDP
   - Finalize the Report and submit it to UNDP

Requirements

   - Proven expertise and experience in socio-metric field research (list of performed field research for the last three years)
   - Have an agreement with a qualified anti-discrimination expert, whose CV should accompany the bid
   - Documented specific experience in anti-discrimination issues would be an asset
   - Documented expertise in independent policy advice
   - Proven organizational capacity to absorb, analyze and synthesize large amounts of complex information within tight deadlines
   - Have a developed methodology for sample selection, to make sure vulnerable groups are proportionally represented in the sample.
