UNDP BIH/ NATIONAL LEGAL EXPERT

Background

The purpose of the consultancy is to map the current legal framework governing local government employees in the Federation of Bosnia and Herzegovina and develop recommendations to enable the implementation of the FBiH Local Government Training Strategy.    In this regard, a National Legal Expert (hereinafter the Expert) will be engaged. The primary focus of the consultancy will be on providing legal expertise and analysis to help identify all elements of the relevant legal framework that will require harmonization with the Local Government Training System to ensure its long-term sustainability, as described in the relevant strategy document.

Responsibilities

   - Map and review the relevant legal framework in the Federation and assess legal implications of the Local Government Training Strategy
   - Carry out a comparative review of the existing legal framework pertinent to local governments’ training in the region and in the EU
   - Develop recommendations and instruments  to fully enable the legal anchoring of the training system
   - Based on the findings obtained under Task 1 and Task 2, the Expert will come up with a set of practical recommendations for adjusting
     the existing legal and regulatory frameworks in the Federation to fully enable the legal anchoring of the training system with functions
     and structures envisioned by the strategy.

Requirements

   - Advanced university degree in law
   - 10 years of relevant experience in the field of public administration and/or public law;
   - Fluency in official languages in BiH.

Expected Duration of Assignment: from October to December 2012
