UNDP BIH/ NATIONAL TRAINING SYSTEM FINANCIAL SUSTAINABILITY CONSULTANT

Background

The purpose of the consultancy is to secure support for instituting a sustainable model for training of local governments in BiH and setting in operation the entity training mechanisms based on the entity Training Strategies for Local Government Employees. In this regard, a National Training System Financial Sustainability Consultant (hereinafter the Consultant), supporting the Training System structures particularly in the Federation of Bosnia and Herzegovina (FBiH), will be engaged.

Responsibilities

   - The Consultant is expected to perform desk research and review
   - The Consultant will further conduct hands-on information gathering and assess the existing challenges during a joint meeting of the key
     staff/members of the training system structures in the FBiH
   - Guide and support the analysis of financing modalities, budget cycles and development of recommendations for financial sustainability of
     the training system
   - Develop recommendations with action plan for incorporating envisaged modalities into relevant stakeholders' documents.

Requirements

   - Advanced university degree in economics, public finances or public administration
   - 10 years of relevant experience in the field of financial policy planning, financial management, strategic development or sustainability
     management
   - Fluency in official languages in BiH.
