UNDP MACEDONIA/EXTENDED DEADLINE - NATIONAL CONSULTANT ON PORTRAYING THE ROLES OF MUNICIPALITIES AND SOCIAL SERVICE PROVIDERS

Background

The objective of the project “Strengthening Local Capacities for Provision of Social Services” is to assess and strengthen the capacities of local actors to deliver accessible and quality social protection services for vulnerable population in the four pilot municipalities (Kocani, Petrovec, Gostivar and Resen). In the process of reaching the project objective, MLSP and UNDP have already carried out assessment of capacities of the municipal authorities and in-depth analysis of the needs for social services of the most vulnerable population. An activity that will follow is the building of capacities of the local institutions and organizations.

Responsibilities

   - Preparation of a "Handbook for development of social services at local level”
   - Development and delivery of four three-day trainings for representatives of municipalities and social services providers from Kochani,
     Petrovec, Gostivar and Resen.
 
Requirements  

   - Master degree in social work and social policy, social administration, administrative law or related field of relevance to the assignment.
     PhD is an advantage
   - At least 4 years of professional relevant experience in the area of social protection and/or social service delivery
   - Understanding  the work of the social protection system in the country and similar social protection systems from the region;
   - Understanding of the conceptual basics of the upcoming systemic reform in the social protection system in the country
   - Excellency in written and spoken English.

Expected Duration of Assignment: Estimated 15 consultancy days in the period until 15 December 2012
