Background
Albania has a comprehensive legal basis on gender equality that starts with the Constitution, a package of laws and with the adopted or ratified international conventions. The legal framework sets forth specific obligations for decision-makers at the national and local level in terms of gender equality, and yet women in Albania continue to face a number of obstacles, beginning with unequal access to sources, possibilities and benefits up to their low level of representation in political and public decision-making. Such a low level of representation in decision-making along with the lack of tools by the local authorities to identify their needs and priorities accounts for women’s voice not being heard sufficiently by decision makers, which results in the budgets and programs of local development not being properly oriented towards gender equality issues.
Responsibilities
- Provision of technical guidance and advice to UN Women partners in 4 regions in implementing the second phase of the process of CBS on
Gender Equality
- Mapping of partner NPOs’ strategies in using Community Based Scorecards
- Prepare a final summarized report on the overall work done by the NPOs
Requirements
- Advanced university degree in social sciences, development studies, gender studies or similar
- A minimum of 5 years expertise and demonstrated experience in local and national governance and policy processes and/or gender
equality
- Solid analytical, writing and communication skills in both English and Albanian
Duration of Initial Contract: 25 to 30 working days within October – December 2012
