The Purchaser invites Sealed Bids for the supply of services to the UN system.

Eligible Bidders: 

This project is a component of the OSCE/UNDP Capacity Development Programme for Conventional Ammunition Stockpile Management for the Republic of Serbia (CASM) agreed in a joint Framework Document between the Government of Serbia, OSCE Conflict Prevention Centre and UNDP Country Office Serbia on 9 January 2012.

As a result of the defense reform process, the Ministry of Defense of the Republic of Serbia has requested international assistance to support stockpile management optimization processes to improve safety and security and the resultant need to dispose of napalm powder that is surplus to the future requirements of the Serbian Armed Forces. In this stockpile there are approximately 110 tonnes of napalm powder that pose a threat to the local population and environment.

Based on a request from the Ministry of Defense (MOD) of the Republic of Serbia, OSCE and UNDP/SEESAC commissioned the development of a technical assessment for improving security of conventional ammunition storage sites and the disposal of surplus ammunition and napalm powder in the Republic of Serbia. In cooperation with the MoD, an overall quantity of the surpluses to be disposed of has been determined:

  - Approximately 115 tonnes of napalm powder with packing.

For the purposes of this assignment napalm powder will be stored at two sites: the Batajnica airport and the stockpile location “Jovac” near Kraljevo.

General information about napalm powder:

The Serbian Army’s surplus stockpile of napalm powder comprises of approximately 110 tonnes of both US M2 thickener and the Spanish operational equivalent MV 2250. The US standard for M2 powder (Mil-t-0903025b) is a mixture of 25% wt. aluminum naphthenate, 25% aluminum oleate, and 50% aluminum laurate with added de-volatilized silica and anti-caking agents. It is no longer held on the US inventory. Initial analysis by the Serbian Military Institute indicates that the MV 2250 powder it is comparable with the US M2 powder. While Spanish napalm powder has a classic formula, the American one is a bit different, and that it the reason for providing its composition in the bidding documentation.

According to its chemical composition, napalm powder belongs to the group of soaps, i.e. it is the aluminum soap, or salt of a mixture of fatty acids (partly naphthenic and palmitic acid, and partly a number of fatty acids with a small number of carbon atoms). Depending on the type of napalm powder (Spanish or American), the content of aluminum ranges from 4.5 tо 7.5 %.
The Napalm powders have not been subject to a Dangerous Waste assessment within the requirement of the Basel Convention on the Control of Trans-boundary Movements of Hazardous Wastes and Their Disposal.

Project deliverables: 

The following deliverables are required under this ITB:

  • The safe and environmentally benign disposal and/or recycling of approximately 110 tonnes of napalm powder in accordance with the
     appropriate Serbian, international and EU environmental and safety hazardous goods and waste transport and disposal directives.

The above services to be provided by the Contractor should include:
 
  1) co-ordination, management, planning, operations and performance scheduling of all works;
  2) engineering (construction, design, environmental and necessary chemical processing);
  3) work progress reporting;
  4) transportation;
  5) development of safety and security procedures and emergency regulations;
  6) decontamination and disassembling of the Contractor’s equipment at the disposal location, including respective storage containers.
