Background: 

A Consulting Civil Engineer/Supervising Engineer is required for the oversight of the construction of Decani Regional Livestock Market which is a joint undertaking between Decani Municipal Authority and the FAO Project GCP/RER/019/LUX “Development Assistance to Farmers in Remote Areas of Montenegro and Kosovo”. On completion, the standards-compliant market situated on Municipal Land in Lebushe Village will provide an organized and regular sales outlet for livestock producers throughout the surrounding region, provide services to all market users and act to facilitate trade.

Competencies:

  - Qualified Civil Engineer 
  - Attested and relevant post graduate working experience 
  - Proven supervisory skills and experience 
  - Good knowledge of English – written and spoken 
  - Accurate, detailed and clear report-writing ability 

Required Skills and Experience:

  • Academic Qualifications: Degree in Civil Engineering from a recognized university - registered and with issued licence to practise
  • The fully qualified civil engineer must have a minimum of 3 to 5 years post graduation experience in the construction industry in positions of increasing responsibility – a portion of this should have been in a consulting engineering role involving similar prefabrication and construction as needed for the market. A further key attribute for the post is the ability to establish and maintain good working and professional relationships and to exercise diplomacy while efficiently and successfully ensuring standards and levels of quality are consistently achieved by the contracted company.
Working language:
The working and reporting language for the assignment is English. Knowledge of Albanian is mandatory and a good understanding of Serbian an added advantage.

Please note that all candidates should possess computer/word processing skills and should be capable of working with people of different national and cultural backgrounds.

Duration of Initial Contract: Up to 40 days on a when-actually-employed basis (with a possibility of extension)
