UNDP MACEDONIA/ CONSULTANCY SERVICES FOR DEVELOPMENT OF A NATIONAL CLIMATE CHANGE COMMUNICATION STRATEGY AND AN ACTION PLAN (REF: RFP36/2012)

Background:

Project: Third National Communication to the UNFCCC

UNDP and the Ministry of Environment and Physical Planning (MoEPP) are implementing the project “Third National Communication to UNFCCC”. The main aim of the project is to strengthen the information base, analytical and institutional capacity of the key national institutions to integrate climate change priorities into country development strategies and relevant sector programs by providing financial and technical support to prepare its Third National Communication (TNC) to the United Nations Framework Convention on Climate Change (UNFCCC).

The project will further strengthen the dialogue, information exchange and cooperation among all the relevant stakeholders including governmental, non-governmental, academic, and private sectors. It is expected that this will result in achieving national consensus on the actions and measures that need to be undertaken to address the climate change related issues relevant for the country on a short and long term.

The main output of the assignment will be a national climate change communication strategy and action plan.

Deliverables:

  • Draft communication strategy (21 Nov 2012)
  • Final Communication strategy and action plan (4 December 2012)
  • Workshop to present the communication strategy and action plan (beginning of December 2012)

Objective:

The overall objective of the assignment is to develop a comprehensive communication strategy on climate change with detailed action plan containing timetable/cost estimation for implementation of the activities.

Qualification requirements for the applicants:  

The NGO/CSO/Institute/Organization/Consulting Company shall have experience in developing and/or implementing relevant projects in the field of environment protection and particularly in climate change, and a track record in preparation of relevant associated products such as communication strategies, action plans, capacity development/training and awareness raising programmes for different target groups.

The NGO/CSO/Institute/Organization/Consulting Company shall submit full reference list and a specific list of similar projects (at least 3 similar projects) and contact details of the clients of those similar projects for reference check (please indicate the e-mail addresses or fax numbers of the clients).
