Background:

Prespa is one of the world’s ancient lakes. Its basin is home to more than 2,000 species of animals, plants and birds, and the largest breeding colony of Dalmatian pelicans in the world.

The Prespa Lake is also a very unique hydrological system. Its hydraulic connection to the Ohrid Lake, through the karstic massif of Galicica, makes it the most important source of water for the Ohrid Lake. Any change in the Prespa Lake ecosystem is believed to have immediate effects on the Ohrid Lake.

The company will be responsible for the preparation of a revalorization study and a management plan for ‘Lake Prespa Monument of Nature’ in accordance to the existing legal requirements (Law on Nature, Law on Designation of Lake Prespa as Monument of Nature, the subsidiary legislation defining the scope and content of the study and management plan and other). Both documents need to be harmonized with the existing, complementary management plans for the Prespa region.

The both required documents will be prepared through parallel processes in order to optimize the use of resources and save time.
The development of the two crucial documents shall be conducted in a highly participatory manner, through involvement of all relevant stakeholders.

Qualification Requirements:

The Company / Institution/ professional NGO (domestic or international) will have extensive experience in developing and managing similar assignments in the field of nature resources management/planning and protected areas management/planning.  A record of minimum 5 projects of similar nature and complexity is required. Management plans for protected areas, revalorization studies, species and habitats conservation action plans, complex ecological research of aquatic and/or terrestrial ecosystems and similar will be considered as relevant projects/assignments (list of projects to be submitted along with contact details for reference check).

The scope of work requires an interdisciplinary team of skilled professionals with previous experience in similar projects/assignments. Team members shall possess excellent relevant technical and communication skills in order to successfully complete the assignment.

The revalorization study and management plan for Lake Prespa Monument of Nature present a legal requirement that needs to be fulfilled by the Municipality of Resen (management authority assigned by the law). The support for preparation of both documents will be provided by the UNDP ‘Restoration of Prespa Lake Ecosystem’ project financed by the Swiss Agency for Development and Cooperation.

Tentative ( will depend on the proposed approach/methodology):

1st progress report – by 10th December 2012
2nd progress report – by mid-March 2013
3rd progress report – by end of May 2013
4th final report – beginning of July 2013

Qualifications of the Service Provider:

The Service Provider must describe and explain how and why they are the best entity that can deliver the requirements of UNDP by indicating the following:

  a) Company Profile – describing the nature of business, field of expertise, previous experience, not longer than 2 pages
  b) Business registration: Copies of original documents defining the constitution or legal status, place of registration and company profile;
  c) Track Record – A record of minimum 5 projects of similar nature and complexity is required. List of projects to be submitted along
      with contact details for reference check.
  d) Written Self-Declaration that the company is not in the UN Security Council 1267/1989 List, UN Procurement Division List or
      Other UN Ineligibility List.

Expected duration of work: 8 months
