Background:

Project: Strengthening National Capacities for Monitoring and Implementation of the National Social Inclusion Strategy

The Ministry of Labour and Social Policy (MLSP) with the support of the UN Agencies present in the country developed the first-ever National Strategy for Alleviation of Poverty and Social Exclusion 2010-2020 (Social Inclusion Strategy). The Social Inclusion Strategy was adopted by the Government in October 2010, following a broad process of consultations with relevant authorities and the civil society.

The Government in relation to the provisions of the SI Strategy has adopted the National Coordinative Mechanism for alleviation of poverty and social exclusion in the country. The National Mechanism has a specific mandate and responsibilities to enable administrative, financial and technical support to the implementation of the Strategy. It envisages establishment of Council of Ministers and National Operational Working Group for alleviation of poverty and social exclusion. Internal working group within each relevant ministry and/or institutions are being established to further carry out activities as stated in the annual Operational Plans of the SI Strategy. The Social Inclusion Unit within MLSP will be providing technical support to the National Mechanism for alleviation of poverty and social exclusion.

Objectives:

The purpose of alignment of the current SI Strategy is to explicitly streamline the social inclusion policy with international and EU framework, targets and indicators. As part of the process, a general review of the status of implementation of the current SI Strategy will be conducted in order to form the basis for future approach, proposed measures, and set monitoring and evaluation framework.

  • Demonstrates professional competence and is conscientious and efficient in meeting commitments,
    observing deadlines and achieving results;
  • Display cultural, gender, nationality, religion and age sensitivity and adaptability;
  • Demonstrated ability to lead a team;

Required Skills and Experience:

  • MSc degree in social sciences, economics, economic development, public policy or related filed of
    relevance to the assignment; PhD is an asset.
  • Deep knowledge of the social inclusion policies at national and local level in the country;
  • Knowledge of the European Social Inclusion Policies in particular EU 2020 platform;
  • Excellency in written and spoken English;
  • Full IT literacy;

Experience:
 
  • At least 7 years of professional relevant experience in the area of social protection, economics, economic development, public policy, etc.;
  • Expertise and specialized knowledge in social policy, economic development,  preferably on social inclusion and poverty reduction issues;
  • Experience in development plans, programmes, strategies, action plans. etc.;

Starting Date : 22 October  2012
Expected Duration of Assignment :  Estimated 25 working days in the period 22 Oct - 10 Dec 2012
