Tasks and Responsibilities:
Under the direct supervision and ongoing guidance of the National Deputy Chief of Elections, and in close co-operation with the Senior Field Election Assistants, the incumbent performs the following functions:
- In accordance with the Kosovo election legal framework and timeframes established by the Central Election Commission (CEC), assists the supervisor in conceptualizing and co-ordinating activities related to Voter Service projects (voter registration, voter list maintenance, and Municipal Election Commission MEC development) inside and outside of Kosovo;
- Participates in designing forms, drafting related procedures and in defining resources requirements (staff, printed products and miscellaneous items) and follows up on the various steps of staff recruitment and procurement of good;
- Based on feed-back from Senior Field Election Assistants, CEC Secretariat’s Voters list Unit, Municipal Election Commission members, participates in reviewing the scope of registration-related processes/procedures followed and previous services delivered to voters, and in identifying areas for improvement;
- Advises in the calculation of the number, strength and composition of teams to be used inside and outside of Kosovo to supervise voter registration for the updating of voters list data and to develop the national capacity of CEC Secretariat’s Voters list Unit and MEC members;
- Advises and assists in developing technical programmes and timelines for events that transfer voters list updating duties to the MECs by taking into consideration a variety of simultaneous deadlines;
- Co-operates with other project teams of Election Division to elaborate jointly on training and capacity building needs in support of future election; Ensures that decisions taken are communicated to contact points CEC Secretariat’s Voters list Unit;
- Assists in IT-related activities and in defining IT queries and reports to ensure availability of accurate and complete voters list data for projects; works in a team which proposes a method of assigning voters to polling stations and centres;
- Participates in updating the concept and in preparatory tasks for the Early Voting Programme to extend voting service to those unable to vote on Election Day;
- Performs related duties as assigned.
Necessary Qualifications:
- First-level university degree in political or social sciences, law, international relations, or a related field is required
- Minimum of 2 (two) years of professional working experience in election administration; part of it should have been acquired in an international organization or a mission environment
- Political awareness and detailed knowledge of the local political environment
- Excellent communication skills: tact and respectful behaviour in dealing with colleagues, UNMIK representatives, members of political parties, and municipal officials
- Ability to work under pressure and to deliver quality work within narrow timeframes
- PC literate: must be able to use MS Word to type reports and EXCEL to read and establish spreadsheets, to use e-mail and Internet
- Excellent spoken and written communication skills in English and in local languages: Ability to convey election-related contexts in a clear and concise manner and to draft reports and simple guidelines. Knowledge of Albanian and Serbian is essential to interact with local officials and constituency
- Ability to work with people of different nationalities, religions and cultural backgrounds
- Demonstrated gender awareness and sensitivity and an ability to integrate a gender perspective into tasks and activities
- Holding a valid drivers license.
