Tasks and Responsibilities:
Under the supervision of the project manager the international consultant shall prepare and conduct five one-day regional trainings (local level) and a one day training in Prishtinë/Priština (central level) on “gender mainstreaming in policies and legislation”. He/she shall in particular:
• Prepare content for five one-day regional trainings and a one day training in Prishtinë/Priština on “gender mainstreaming in policies and legislation” addressed to officials at central and local level. The main topics of the sessions will be:
1. Review of concepts: gender and sex; gender equality; gender mainstreaming
2. Advantages of gender equality for a developed and democratic society
3. Gender mainstreaming in policies and legislations:
a. Importance of gender mainstreaming in policies and legislations
b. Basic steps to mainstream gender
c. Examples of other countries on good policies and legislations
d. Case studies (with examples from Kosovo)
• Deliver an outline of his/her presentation as well as relevant training handouts to the project manager at least five days before the date on which the first training is due.
• Prepare a pre-test evaluation form and a post-test evaluation form for the participants.
• Conduct five one-day regional trainings for approximately 30 participants (Mitrovicë/Mitrovica, Prizren, Pejë/Peæ. Gjilan/Gnjilane, Prishtinë/Priština) for local level officials and a one day training in Prishtinë/Priština addressed to central level officials on “gender mainstreaming in policies and legislation”.
• Prepare a final report after the trainings and submit it before the end of the contract. The report should focus on the organization, the delivery, the conclusions and the recommendations from the training and it expected to be from 4 to 6 pages. It would be helpful if the report could contain main points of discussion and highlight issues which were raised by the officials. The analysis of the pre and post-evaluation should be included as a final part so that there is a measurable indicator of the immediate effect of the training. The final report should be accompanied by the hand-out materials prepared by the trainer.
Necessary Qualifications:
- University degree in Social Sciences, Law or comparable academic field, preferably advanced education
- At least eight years of experience in promoting human rights and gender equality by conducting trainings, delivering presentations and implementing gender mainstreaming relevant projects
- Sound knowledge of international human rights standards, women’s rights and gender equality issues
- Experience and knowledge about the situation in relation to gender issues in Kosovo
- Excellent communication skills, excellent spoken and written English and relevant experience in making presentations, conducting trainings and facilitating discussions
Remuneration Package:
Remuneration will depend on the qualifications and experience of individual experts as well as the detailed work plan to be agreed upon and will be based on the current OSCE consultancy rates.
